Yes, you are probably right, although I suspect the real driving force (pun intended) is Hammond. I note there is no mention about where this £26.6 BN Brexit dividend will not be spent but as he lied about ending Austerity before it is irrelevant.

DfT are very slow though, look how long it took to announce the Green Bus Fund that was originally scheduled for announcement in October 2018, but yet took till February 2019, that is 5 months late, so imagine giving TfGM and Andy Burnham and other Councillors involved in re-regulating Manchester Buses, it might take years.
If transport is divested to a local mayor, then what happens, should be his decision and not the decision of national politicians.
But then of course its been proven in the past that some National Politicians have shares or interests in privatised bus companies, i.e. Capital Citybus, Stephen Norris, in the past.

Maybe they doubt they could afford to replace or upgrade their elderly fleet to Euro VI so are getting out while the going is good, as it were. Maybe the Trafford routes will go to Diamond, as touted above, and routes 94 & 418 to Stotts?

There not 'getting out'. They have cancelled several tendered services as they have lost the contracts to rival operators but they still operate a number of schools on behalf of TFGM.

Couldn't tell you, but M Travel have always predominantly been a school service and minibus provider so perhaps they are going back to just concentrating on that part of the business. But don't assume they are closing up shop because they have lost a few contracts and as a result cancelled the registrations.
