But it's not unheard of for a smaller operator to dramatically scale back and just retain one/several smaller contracts. Unlike commercial work contracts are guarenteed income which if they have been hit hard is just what they need to stay afloat.

In my neck of the woods Checkmate travel survive on just a couple of small contracts it can and does work.

From next month Tomlinson Travel are going to be running one route (the 319 around Sandbach) and some school contracts and private hire and they've been around quite a while now. They've have never needed a daily PVR of more than 1 for all their public services. Although having a small fleet of 16-30 seater buses is obviously cheaper than one consisting of large single deckers and double deckers.
