The Welsh Government want a locally awarded concession to run Welsh services but it's doubtful if such as concession would be allowed to run to Manchester or Birmingham unless the service was a joint service with another operator. The concession running Cardiff to Manchester would be like Merseyrail running Liverpool to Newcastle services. As express services from Manchester not serving London or Birmingham are generally operated by TransPennine, the service from Manchester to Cardiff could go to TransPennine. The extensions to Pembroke Dock for example could stay part of the Wales franchise. |
