It's an extremely poor excuse. Same seems to happen locally to me where deckers will be allocated to a service that carries no more than a handfull of people per journey and could be done perfectly well with a Solo, yet sees a decker most days as it interworks with a school at 3pm, all while other local services have to make do with single deckers that struggle capacity wise.
