I very much doubt this decker-restricting roof was ever planned. It's a preposterous idea and probably little more than rumour. If these Myllenniums are as temorary as we're led to believe, then it's a good move in that more people will actually be able to board the buses. The Cadets are too small for any use at Speke, plain and simple.
