The issue is, both ends of the spectrum aren't very good.

On one hand, TFGM who demands ID for over 10s (and bearing in mind, only people in GM can get an Igo as well) and Merseyside would let 35 year olds have child tickets because there is no proof of age and no one cares. One means people who live the wrong side of a border aren't entitled to child fare, the other is open to abuse.

The best system would be for anyone who seems to be under 16 or wearing school uniform to be automatically entitled to child fare. Anyone who is deemed (by the driver, as has happened for how many years previously) to be over 16 should hold a nationally recognised card such as CitizenCard or some other Govt approved proof of age card. None of this 'you must live within this local are to get child fare here'.
