Politicians do not sign off design and traffic modelling, they sign off decisions on funding and sometimes contract awards. Also when traffic modelling schemes are in the design phase, both Merseytravel and the bus operators are consulted and given the opportunity to comment or object, that is the process, trust me I know what I'm talking about. It was however a political decision to suspend the bus lanes taken by the Mayor, why he done that you will have to ask him
