I agree that Liverpool City Council has favoured the private motorist over bus operation in recent years but I am fairly sure that the purpose of the Government's appointment of commissioners is to oversee day-to-day running of the city and ensure that it is conducted within the law and not to make policy decisions or overturn those already made.
