Just my two pence, but personally I think a good way to connect the two ends of the route more quickly while retaining all current connections would be to cut the 25 short to Birchwood Station (or Oakwood) and have the 17/24 extend to Gorse Covert instead.

Does that mess up many journeys between Birchwood Park and Gorse Covert? That's about the only link that I can see which would be affected.

Also, does the 17 have the time to do Gorse Covert? When I am looking at it, the 25 would end up with 20-25 mins in Birchwood/Oakwood for it to work (so you would have to interwork it in Warrington) and there isn't a way to extend the 17 without it using another bus and again having 20-25 mins in Birchwood. You'd have to do some interworking for it to all work out.

That said, if time was put into it all, there is a 14 minute journey time reduction....
