Yes, that seems to be the case. I may be proved wrong but I fear that this 'strategy' will be a complete disaster and will only compound a reduction in footfall in the city centre caused by the pandemic and reduce even further bus usage in the region.

On a positive note, you will be able to sit in your gridlocked car listening to the traffic bulletins or give your nan a lift to the shops if you own a tandem.
