I have a feeling the list of routes is just the existing routes in Greater Manchester, probably from around the time bus franchising was first proposed. Probably around end of 2019.

Yes, this looks like the list that was published in the consultation document in Autumn 2019, I have a copy of that document and at a quick look it is identical. I think it is a list of all services to be included in the scheme as they were in 2019.
