I have a feeling the list of routes is just the existing routes in Greater Manchester, probably from around the time bus franchising was first proposed. Probably around end of 2019.

It would suggest that some of the cross-county routes would come under the franchising system while others wouldn't. I would have thought that even though the Greater Manchester section of the route is mentioned, the services would continue outside of the region to their current destination (certainly would be surprised if they terminated the 184 at the border, as there would be no easy way of turning buses around without going into West Yorkshire). I think it's a case of that if the service is operated from a depot within Greater Manchester and/or is not funded by another authority (e.g. Cheshire East Council, Lancashire County Council etc), it will be included in the franchising proposals.
