It was one joint contract for two routes with Warrington BC issuing the ITT, as the authority providing the greatest share of the funding. It was reported on here when Warrington Coachways collapsed that the owner of Fairbrothers said he wasn't interested in running the services to Altrincham.

I've no idea if Fairbrothers (or Howards for that matter) tried to get the 47 when WBC awarded a contract for a limited Warrington to High Legh service (following the withdrawal of the Cheshire East contract), that one would have been easy for a small operator to run it in between a morning and afternoon school/college run.
