Full? I thought TfW are getting rid so wouldn't want to do anything beyond making it look like one of their trains i.e. repaint and new seat covers and replacing anything that is worn out. I don't think these will be going anywhere for a while and they are well overdue a fresh look on the inside. The 158s are in better condition inside! It might be 2022 before they are going but that isn't long enough to justify stripping out the interior and starting again, like happened with the 158s a few years back. I'm doubting it is a full refurbishment given the ROSCOs wanted a lease until 2025 signed with Northern in order to authorise anything above repaint, new seat covers, PRM work and a scheduled C6 overhaul, unless a lease has been agreed with Abellio East Midlands for the 175s and the refurbished trains will have neutral colours. Note Virgin lost some of their Pendolino branding during a C6 overhaul as a result of the ROSCO not being given a long term assurance that Virgin would lease them long term - most carriages are now plain white. Everrythinhg I have seen suggests it was a DfT instruction. To provide one of the sets of 4 coaches a Holyhead - Maesteg service was swopped at Chester with the original set on the Chester - Liverpool diagram . A little bit of forward thinking i see .
