Is this P&R arrangement the type where the council would acquire the vehicles?

They didn't do on the Enviro 200s but back in 1999 there was multi-agency funding for the CNG-powered Darts 6248-6251.
Haven't heard of any new vehicles for the new contract but considering financial constraints on councils I would be very surprised if new vehicles were even specified on the contract let alone funded or supplied,

Visitors to Canning Road for the week are Arriva Yorkshire ADL Enviro200 1054 YJ09CTZ, Volvo B7RLE 1100 YJ08DVA and VDL SB200 1465 YJ62JVG.
They are with drivers from Heckmondwyke (1100) and Wakefield (1054/1465) and are for Ormskirk to Preston rail replacement.
